Indeed, and as long as the so-called “affirmative action” hiring exists for any group, it will cast doubt on the actual qualifications of every member of the group who does get a position. It’s one of the most pernicious problems with it and why HR should stop doing it. It reinforces the stereotype rather than fighting it.
