Remember, those numbers are based on the Minimum Staffing number shown in the MIN-MAX bulletin right now. Take a look again late today (after the first Snapshot) and I believe they will adjust to the actual number based on the snapshot. Right now, any number you are looking at for a BES that doesn't have a vacancy advertised is skewed dramatically by the fact that they have intentionally listed the minimums in those BES at an extremely low number so they don't drive any backfills. They are specifically targeting the exact training slots they want to fill for the summer and trying to avoid any other training requirements
Using snapshots has its own issues. Way too many sandbaggers out there that wait until after the last snapshot to put in their bid. As a result, it makes one look more senior than they really are.
We'll see how this strategy works out for the company. We could end up with quite a few BESs that are undermanned this summer.
