There must be a place in Eastern Europe that recruits their drivers. Does NYC honor any drivers license or do they need a NY DL?

there’s nothing wrong with asking the driver to stop and then Uber or taxi from where you get out. . I know it will be a PITA, but a safer option nonetheless.
