Sure it does. If it increases your chances of getting hired by .1% your chances of getting hired are .1% higher if you submit early. This means that delaying putting it in makes your chances .1% lower than your chances if you had put it in early and hurts your chances relatively speaking.
The base line is the opposite of the choice you are comparing. Anything that makes your chances higher means your chances are lower in comparison if you do not do it.
