The gist is:
They hired too many
Schedules are too efficient
Pilots pick up open time when you pay them
June/July are slow months anyway

Sounds like the hiring window is closed till fall, and all people in the pool have a class date. They just have to hang out because there is no one else in class so they won’t be losing seniority.

They have to hire, the planes are still coming. Just a lull as they figure out how the contract works. Expect another lull early next year when PBS come on line.
