The union has lost a little faith because guys fly DPs (wrong) and bid Subic even though they were discouraged from doing it. Why? Guys make money when they fly DPs, and they got some good tax breaks and upgrades when they went to Subic. In other words--if it makes guys money--they'll do it. If it robs them...they won't. Figuring out if you have "leverage" or not simply means figuring out if it helps the individual or not. If it doesn't....guess what--you've got some leverage available.
