This is just an number that has been calculated by historical data at UPS. Since you don't work for the company it's kind of hard for someone to understand.
Historically it has taken an average of ten years to upgrade at UPS. Exception to this is the pilots that have been hired at the beginning of a big hiring spree. With the FO's doing IRO flying at UPS, Captain growth has slowed, "You would know this if you worked here."
UPS has over 80 SO or FE that will be able to move back to the front seat. This could take up three years of new Captain slots.
NO NEW retirements for five years.

Pilots still might be able to upgrade if they take ANC or a new overseas domicile, like Paris.
