I think you might be confused on what the FM1 chart is being used for. The chart does not allow you to “reduce” the published minimums. It shows you the lowest minimums you are allowed to use assuming they are already published at or below, or not published. For example, in KCMI, if the lowest published is 1600 RVR, that is the lowest you can go. There is no reduction to 10/10/10 because of any lights, etc. Thats what my quote from the FM1 earlier was saying. In DFW, the lowest published is 5/5/5, but the FM1 chart only allows 6/6/6 of that to be used. If the runway lights were inop in dfw, AVR and 1600 would be the lowest published for that operation.
