No pilots are subject to the tax unless you do more than 50% of your work in that city or state. Federal law clearly defines that transportation workers unlike regular workers pay state and local taxes based on residence not work location unless you do 50% or more of your work in one local.
This by the way brings up the issue of pilots working company jobs or in the training department. As a example Delta pilots living in Texas or Florida but working in the training department owe Georgia state income tax since more than 50% of their work is done in GA.
