Back in the day, my regional determined that 17 minutes was the break even point for (CRJ) APU cost, fuel burn vs. start cycle wear and tear cost. More than 17 minutes, shut it down. Obviously dependent on fuel cost, and it was pretty high back then. Being FFD they didn't really care as much for pax comfort, unless mainline put it in the contract.
