Because you go to upgrade July 8th but aren't considered a "CA" for staffing until the start of the following month, where its assumed you'll be on the line at some point. You're in upgrade but its isn't "effective" until the start of the next month, in this case, August

Bottom line is August they will have 4 more CAs..thats it...so basically they are looking at their summer CA staffing and saying "looks good". So Captains, enjoy those X list calls this year when the company melts down, again, like every other summer

FOs had 5 start this month already and 4 starting in June. So basically they are saying their FO staffing is awesome too.
