Off the street was 2500/500 for the better commuters, 1500/300 for the rest. That was competitive, min to apply was usually 1000/200.

Pay-to-play would go as low as 200-400. Or possibly with an internship or internal hire.

The ATP rule was intended to ensure that the "traditional" standard (which existed for a reason) was not undercut by creative managers with pay-to-play schemes.
