I guess I don’t see how that’s a bad interpretation. The key phrase is “a pilot who uses less than 80 sick leaves credit hours in the sick leave year.”
Please correct me if I’m wrong.
The PWA language is clear. In fact, that's the first place I went when my bank showed significantly fewer hours than I expected. I had an (incorrect) understanding of what was being negotiated based on bullet points and paraphrasing during road shows that were misleading.
Note that the actual PWA language does not use the term "unused sick leave", which is not relevant to the calculus. However, casual discussions on the item consistently referenced unused sick leave, which leads one to subtract what they haven't used from their allocation (and that's not relevant).
This type of my own misunderstanding leads me to want to see actual/final PWA language coincident with the release of a TA for voting.
