In some cases the FAA is instrumental in adding items to a particular airlines checklist. A good example is, an airline suddenly has a rash of attempted takeoffs without flaps set, let’s say 8 in one year. The FAA may suggest, if said airline has not already done so, that they add a flaps verification in several areas of the checklist.

Checklist and procedures are changed to reflect each airlines particular culture. An Asian airline does not have the same culture as an American or European airline.
