Well when it takes 6 months from interview to class date you have a huge risk at losing candidates to other places, so I believe this move is to get people into classes faster.
When I started class a few months ago, the PRIA records from my regional hadn't come through yet when I began class (I think they legally have 30 days from when they get the PRIA request from JB). I was surprised too, as I thought this was what Phase II was for (background checks), but it is in fact a "conditional" job offer and apparently normal to begin class these days at JB without all the PRIA info. Ideally JB would like for all info to be received when they give the CJO but it's not always practical.
