It's already in motion, FAA was notified about BWI base. BWI will continue to grow. It's easy in and out, Loads are high. Plenty of gate space, plenty of cheap gate space!! Over time ACY base and maintenance will disappear.
I'm curious as to what sort of notification the FAA requires.
