I asked the person that answered and she has no idea, its not like she works there
My guess is that it is your file from the FAA just saying you actually have the certs/ratings and any training failures. No one can give you really any particular information and they told me the caseworker wasn't allowed to accept phone calls.
Keep asking specific questions, employment verified etc.... because for me their answer changed once or twice throughout the process. My case was still pending the DOT etc, the day before I got the Phase II complete email. Best of luck and continue to stay on top of it.
