Can you actually point to any logic why this wouldn't work? You are making statements of fact that don't really follow with pilot group behavior and then accusing those on the other side of ulterior motives.
And it isn’t a “money grab by junior pilots” unless the senior pilots pass on it in the first place. In fact I believe it would become more of a money grab for the senior pilots but nonetheless it would all go thru pbs.
