I disagree, APDs, IVDs, have both been denied. I do OK because I have figured it out but for the over 50% inn seat crowd very little can be done unless you drop everything and rebuild on the 20th. once the month starts there's no swapping unless you pick up days that are low.
You can IVD, APD, PD and or WS in the previous month to cause a drop. You an bid at least one summer vacation. You can slide vacation. You can structure your initial pbs bid to force a low time award. You can place trips as just pick up on the swap board. You can place trips as qualified drops in DBMS. All of the above failing would be rare.
