It wouldn't have to be all the questions, just ones you didn't see studying. If you have dozens of people taking the test everyday you'll have the question bank in a few days.
Quite literally in the last century the Acme School of Aviation in Ft. Worth did the same thing and published their "blue books" of test questions.
