Last I heard they were bogged down by people waiting for flow vice throwing apps out. If they are upgrading more quickly now it won't last... there's no more regional flying to be had without scope relaxations, and logic dictates that many or most pilots are lazy and will sit tight and wait for flow. Especially the ones who are not competitive OTS, many of whom have flocked to AA WO's.
