Envoy and psa have been forcing upgrades. Psa forces the senior guys to go first and envoy goes from the bottom up. Not sure if forcing someone to upgrade who doesn't want to or doesn't feel ready is a good practice but that's not for this discussion.

There is guaranteed movement from flows, but it becomes less of a back pocket insurance policy and creates laziness and lack of applying elsewhere as people spend more and more time there. Also the flow at envoy is contractually going to slow as the next group moves on.

As I've said before, I think envoy hires a LOT of people from their cadet program without degrees who basically have to rely on the flow to move on. I don't have hard numbers and am just going off what I saw where I instructed for what it's worth.
