Where I worked Captains couldn't have a "no fly" list. F/Os could. Captain lines were awarded first and if your choice was with one on your list you would default to your next choice.

There was an F/O who was a notorious PIA. Someone discovered he hadn't changed his original Company computer login. Captains were going in and putting themselves on his no fly list.

Eventually, someone junior got his preferred line. When the Company checked there were something like 40 Captains on his no fly list. The funny thing was, he didn't put any of them on there.
