Formal execution style hanging can certainly do that, but requires a long drop. I tend to think that would be hard to pull off in a prison cell. Suicide hanging tends to involve strangulation.
It didn't show a broken neck. That would indeed need a long drop. I believe the latest reports call it broken hyoid bone, which is much easier to do, even on a suicidal hanging.
