I don't think the "must attend a job fair" mentality fully took hold until the company people-moved the original cadre of 2014 pilot hiring managers.

Dunno if correlation equals causation there or not.

I'd also think 14/15 hires had many solid LORs, and as time marched on it appears those carry less weight than they used to.
