My buddy is a G captain based in HKG, and I believe his housing allowance is ~25K a month. He has a really nice place, but even at that, wanting space for his family they live considerably outside the city limits.
Just for clarity's sake, I assume you mean 25K HKD (a little under $3,200 USD), as 25k USD would be a very good housing allowance. 25k HKD is not much, whereas 25K USD/month would allow you a very nice apartment anywhere in Hong Kong.
