Sometimes. I ended last tour in my home base but it isn't common.
An airline to and from your airplane(s) for the tour is on the company time and nickel, not yours. You pretty much have to START a tour from your "base" although there is a way to go elsewhere at the end of your tour at reduced expense to you.
