Spend your $3000 and get your MEI. Then go instruct. You'll get a lot more quality time. Or if you just have a CFII, go find a VFR multi pilot who needs instrument training and teach him in a twin to fly IFR. That's how I got a good 30-40 hours myself. You don't need an MEI to teach instruments to a multi engine rated pilot so long as you are multi engine rated.
