The drawdown was supposedly associated with the construction in LGA, although in practice AE flying decreased very little - they just shifted most of ours to Republic. Theoretically, as more and more gates are put in service at LGA, the flying will expand to fill them. That said, Envoy is not above dumping hundreds of unnecessary FOs into NYC to sit on reserve and do nothing. Ask me how I know.
