Flows usually dictate a minimum per month as long as the parent company is hiring. They CAN also dictate a maximum but I would be surprised if this were the case. Keep in mind this is all subject to the staffing levels of the regional airline.
Well of course this might take a while to go down the list however if senior pilots don't want to flow they'll go to the next number. Patience, let the system work.
Just saw your edit, that's completely true and unfortunate. Who knows if they can come up with something for those who might see a downgrade. Either way having this flow to pull guys from the top definitely cant hurt you.
