I know the union is trying to get most or all of those from internal upgrades by removing equipment and seat locks as well as possibly waving previous training contracts for those already at Mesa. If all of this happens I don't think they will have any trouble getting enough captains. However I also heard all the F.O.s would be coming off the street as oppose to transfering any current employee's. I hope this helps some.
