Agreed. You have to do it at HQ and the badge office hours are literally 15 minutes open, twice a day (1030-1045 & sometime in the afternoon)
You can email them a picture and have the badge sent to the CPO.
That said, I don’t know anyone who has ever changed badges just because they don’t look like their picture anymore. It’s never been an issue before this KCM nonsense. You always have to carry additional ID anyway.
