There is a practically endless supply of OTS, that AA meters with the flow. Not enough flow, and the carrot isn’t real and you won’t be able to staff WO. Too many flows and the the WO bleed dry.

The unions have about as much “negotiating power” with pay than they do with flow. AA runs it all, and the market is what they make decisions off of. The only way we get more flow or pay, is if non-WO gets more and AA needs the WO to remain competitive.

The flow isn’t there to help staff AA. It is there to allow the WO to get away with lower pay and QOL (which squeezes more pay out of the same folks) than other competing regionals.
