Because with the exception of the top three ( and #2 doesn’t want it until next year) everyone that wants DFW on the standing bid list has been here for less than 3 months which basically means still in training or on IOE.
So out of 7 slots for dfw, 5 will be filled by people that’s haven’t completed IOE yet.
