The company has had a year to make corrections to manning since last summer. Why didn’t they do so? And When in the last 30+ years has the manning in each category been correct?

HI, I haven't been here for 30yrs. My guess predicting the future is tough and they never get it right, but management feels the crazy big awards have an overall cost savings that makes them worthwhile. I suppose on some level they are also guessing who is gonna be their green slip beast, and if a whole category doesn't volunteer there's a bit of a problem.
I know on some level this all comes down to which team do you support. I haven't seen so many captains with the long stare into nothing saying things like "the summer is almost over, just gotta keep on going" before. It sure seems like this was remarkably different than last year.
