I don’t see the problem if there are no vacancies. If I want a certain base, but there are no vacancies... then another pilot swaps to get into that base with someone else... I’m stuck in the same position either way. I say more power to them as long as it doesn’t screw me over.
You can actually do this at mainline as long as the swap doesn’t cause you to become the most junior pilot in the new base.
