There is an annual system wide bid that allows for transfers across all bases, but it is pretty rare not to have any movement in/out of a base for more than a month. The bi-weekly awards that come out have movement in every base just about every month.
I could see that being a problem. Not that I think base swaps would ever make their way into the contract, but you could put a restriction where you can only swap with someone who has held that base for 6 months or a year. That might keep people from doing what you described.
