No. He was just saying that Dulles (before Potomac) wasn't allowing traffic into their airspace. I should have added that the weather was good and Dulles had a requirement of 50 miles in trail. This happened quite often.

My other memory of flying out of IAD is having Ramp take you to the parallels where you'd hold short and call ground. You'd call and call, no answer. If you'd taxi just a bit further ahead and block one of those mobile lounge roads that those was used to travel between mid field terminals and the main, then ground would call you. Heaven forbid you should stop the mobile lounges from moving about. Hilarious.

Btw, regarding that hill that TWA hit. You can still see the scar to this day on the west side but this is on the ILS 12.
