Based on what I've learned, these discussions have been going on for something like 2+ years now and
every UAX carrier was brought to the table to discuss and negotiate and massage the priority to get to where we are. I'm sure some carriers took offense or dug in and refused to change their position. I will also allow that there are two sides to every story, but UALALPA did not do this in a vacuum.
According to the email sent to UA pilots by the union and the pilot bulletin put out by United Flight Ops, the three non-exclusive carriers (Mesa, Skywest and Republic) can still move up the priority list if they agree to the changes, as Go-Jet did.

Ignoring any dispatchers, the new UA jumpseat priority on UAL metal is:
1. UA pilots by seniority
2. UAX exclusive pilots (XJT, ARW, CMT, TSA) by date-of-hire
3. UAX non-exclusive pilots (Go-Jet) by date-of-hire
4. All other airline pilots (Mesa, SkyWest, Republic, American, Delta, FedEx, Spirit, etc.) by time of check-in.
So Mesa, SkyWest and Republic can move up to priority level #3 if they agree to the changes. As of now, these non-exclusive UAX carriers are lumped in with every other airline pilot. Similar priority appears in the Express grids, but the big asterisk is that an own carrier's pilots will ALWAYS have priority on their own metal.
