SkyWest and wholly owned express jet had the same agreement before the sale.

United wants an Airwisc (exclusive non wholly owned) pilot to have priority on GoJet (non exclusive) jumpseat over a SkyWest guy. This would supersede TOC.
So it sounds like, Delta drew the line at wholly owned and United drew it at exclusive partner. Overall though they both are dividing their regionals by a determined level of commitment to flying with only UA or DL respectively.

Pinnacle, Mesaba and Colgan all had different agreements with either Delta or United even though all 3 were owned by Pinnacle Corp.

This all sounds like it’s been going on in the industry for a long time.
