If you think this is bad, imagine those pilots talking to a controller who is not a native english speaker (like in Russia).

While english is the international aviation language, you are not required to use it for domestic operations in your own country. The problem there that is that people who speak only aviation-english as opposed to practical english get VERY rusty...pilots and controllers both. It would be nice if everybody used english for all operations. That way the non-native speakers would get plenty of practice. The controllers would be prepared to talk to foriegn pilots, and the domestic pilots would be proficient when they upgrade to international flying.
