This is exactly how it happens with the pilots on the other list when they try to get into leadership or committee positions. They are interviewed just like everyone else, but when many people apply for a few positions, for some strange reason they are never selected. It’s hard to prove that they are being discriminated against when the other applicant was determined to be a better fit. It’s the same deal with this jumpseat mess. Saying no is purely up to the captain, but doing so right now may put that individual on the radar and the ALPA pilots on the hiring board may just find that they like the other applicants better.
