It’s not a matter of having a right. No captain has the authority to deny a seat in the back except for the reasons that you list. The captain can be a sinner or saint with the jumpseat, but unless safety is at risk, or an enumerated restriction (drunk, etc.), who rides in the back is simply out of the captain’s jurisdiction. You don’t get to play “we don’t want the Irish”.
