I have zero knowledge of why they are considering lifting of bid locks but,
If they wanted some experience in K4 intl ops in the left seat, they would find it in the junior 400 CA's who have upgraded in the last 2 years and are still locked...remember 24 month lock starts at the completion of a line check on IOE
