AA is very reluctant to cannibalize its cheap pilot labor flying AA routes. AA wants more pilots to flow from Envoy, but Envoy won’t let it happen right now as they are short on CAs and they want to grow. AA would rather hire a WO pilot OTS than lose him to UAL, DAL, etc. cause you know if his app is in at AA it’s in elsewhere as well.
