It’s not illegal, Delta gets eyes on potential first officers for a week, as well as seeing them fly in the sim. For students, who are mainly military, they get an outstanding intro to the 121 world. Win-Win.
I had a few mil buddies trying to get hired at delta last year when we were barely hiring and had just started the ATP-CTP thing. They were unaware of the program and got their ATP the old fashioned way, at a local airport w a pilot examiner in a Seminole, etc. They never received interviews and were passed up for (arguably lesser competitive) guys who paid for the program. FedEx is happy to have them now...
