It was mandated by law after colgan, it's called the "Pilot Record Database" and it's only partially functional to date. Your FAA records (specific stuff, not everything) are available but the employer records part has not been implemented yet.
Employers were directed years ago to start saving relevant data for future inclusion so when it goes operational it should go back about ten years. Although it will probably be more complete for records created after the date of implementation.
Caution: the airman records are not necessarily complete (mine are not) and accurate in PRD, so just because something is missing in PRD do NOT assume an employer can't get it via PRIA or FOIA.
I'm guessing this situation will lead to an expedited full implementation of PRD
