The updates are handled by the IB business offices, who appear to be working directly with airlines. So professional internet people, not volunteer pilots.
The forum mods on the other hand are all volunteers.

Yes, the update links used to work fine but no more. IB changes their staffing around sometimes. One could speculate that they got complaints about some info from the airlines. In fact one of the big-three pay tables was completely missing for a long time. They may be afraid to post anything which doesn't come from the airlines.
