Pretty sure that doesn't apply to new hires as your seats aren't part of the system bid? Not sure but when your class was offered, you get to choose from what's available at that time. So if in your class, even if you bid all WBs first and everybody gets the 75 because thats all they offered, and the next class is all 76/77, you are not eligible for passover pay.
