2a) "combat" = fuzzy legal term that doesn't really mean anything
2b) "many communicable diseases" = but not necessarily the one you are worried about
I see articles about alcohol based hand sanitizer and the fact that it evaporates quickly so it may not be effective. I could not find anything about alcohol not actually killing it if it comes in contact?
